July Moyo sucked into US$10 million tender scam allegations

Norton Member of Parliament Temba Mliswa has accused Minister of Local Government July Moyo of approving an overly priced US$10 million budget for the rehabilitation of Morton Jeffrey and Warren Control water plants.
Refurbishment of equipment at the waterworks was expected to address the perennial water challenges for Greater Harare.
The government early this year injected close to 10 million United States dollars under devolution funds for the upgrade of Morton Jeffrey and Warren Control Water Works to improve water supply in Harare.
Mliswa says the pumps that were bought cost around US$2 million against the US$10 million that was used.

I recently got a quotation from Pumps Africa for similar types of pumps that July Moyo's man Paul Kruger installed at Morton Jaffray and they are going for $400k each.
Now remember Pumps Africa are just local retailers and they are not the manufacturers and on that sum they would have put in their own profit plus duty.
Kruger didn't pay duty as he pushed the government for a waiver, which he got. For arguments' sake let's just work with $400k per pump and since they bought 5 pumps it means they spent $2 million on the pumps but remember they charged 9.3 million Euros.
This is upwards of $10 million dollars, we are therefore talking about government being fleeced $8 million by July and Kruger.
How then will we get the country to prosper if we do this. Harare City needs chemicals and $10 million would have been enough to sponsor chemicals for 5 months for Morton Jaffray.
Remember their assertion was that these pumps will result in the reduction of usage of water treatment chemicals , and clearly this was a lie as requirements for chemicals have remained constant.
