'2030 entails ethical leadership, not corruption,' Chiwenga vows

HARARE - Acting President General (Rtd) Constantino Chiwenga has called for ethical leadership and a decisive national stance against corruption, saying Zimbabwe's ambition to become an upper‑middle‑income economy by 2030 depends on integrity and transparency across all sectors.  

Speaking at the burial of national hero Brigadier General (Rtd) Mathias Tizirai Ngarava at the National Heroes Acre, Chiwenga said the country's development trajectory under the National Development Strategy (NDS) required a united effort to root out corruption.  


"We need to take note of significant progress under National Development Strategy 1 (NDS1). As we transition into National Development Strategy 2, Zimbabwe stays poised for accelerated growth - provided we entrench ethical leadership at all levels, defeat corruption and uphold a whole‑of‑government approach," Chiwenga said.  

He added that the 2030 vision could only be realised if leaders and citizens alike rejected "selfish enrichment practices" and focused on industrialisation, value addition and inclusive growth.  

"Realising our vision of becoming an upper middle‑income economy by 2030 hinges on our collective commitment to ethical behaviour. We must remain steadfast in our efforts to grow the economy, generate quality jobs and enhance the livelihoods of our citizens," he said.  

Chiwenga urged mourners to honour the legacy of Brigadier General Ngarava by recommitting themselves to unity and national service.  

"In this moment of reflection, let us channel our grief into a renewed commitment to our country, fostering the spirit of unity that Brigadier General Ngarava so fervently championed," he said.  

Notably, the burial ceremony lacked the usual placards and chants associated with calls for President Emmerson Mnangagwa's 2030 term‑extension agenda - a departure from previous ZANU‑PF funerals often criticised for turning into political rallies.  

Chiwenga's remarks, which centred on ethical leadership and national development, have sparked speculation about internal dynamics within ZANU‑PF, with some observers interpreting the speech as a subtle critique of the current leadership direction.
