Zanu-PF shake-up backfires

Tensions are rising within Zanu-PF's Mashonaland West province after the party's national leadership stepped in to nullify the controversial removal of provincial secretary for administration, Misheck Nyarubero.

In a letter dated February 17, party secretary-general Jacob Mudenda informed provincial chairperson Mary Mliswa-Chikoka that the decision to remove Nyarubero had violated the party constitution. Mudenda directed the provincial leadership to adhere strictly to disciplinary procedures before taking any action against an elected official.

Nyarubero was removed during a recent reshuffle of the provincial executive council (PEC). However, Mudenda noted inconsistencies in the allegations presented against him. PEC minutes accused Nyarubero of "repeated lapses and inconsistencies" allegedly threatening the provincial chairperson, while provincial coordinating committee (PCC) records claimed he had written to party headquarters without the chairperson's knowledge.

Sections 105 and 115 of the 2022 Zanu-PF constitution stipulate that neither the PEC nor PCC has the authority to discipline an elected member. Mudenda emphasized that such matters must be referred to the provincial disciplinary committee under section 526. He warned that bypassing these procedures was equivalent to the abolished vote-of-no-confidence process.

The letter instructed the province to take remedial action in line with party rules and submit all relevant disciplinary records to headquarters. Until the matter is resolved, Nyarubero retains his position, and the status quo before the reshuffle remains in place.

Party members in Mashonaland West are closely watching the outcome of a board of inquiry into allegations of embezzlement, insubordination, and incompetence within the provincial structures. The board was established late last year following complaints from party members.

The intervention by headquarters has exposed deep divisions in the province and underscores the national leadership's insistence on strict adherence to party regulations.
