The supreme commander of ZIPRA forces and president of ZAPU Dr Dumiso Dabengwa warns that Zimbabwe security services top aides to President Mugabe, the Joint Operations Command (JOC) have invaded and captured ZEC. Junior army officers and details from the central intelligence organisation have been deployed to take charge of ZEC head office and all regional offices. In the days and weeks to come there will be an increase in army, CIO and police patrols in communities on the lookout for what the army believes are elements attempting to subvert the authority of the president by questioning his authoritative behaviour.
Rita Makarau chairwoman of ZEC is held hostage at the offices of ZEC but she is now believed to have joined forces with the army following her sworn in statement of loyalty and allegiance to Mugabe. She made a commitment to do everything in her power to help the army in the plot to rig the 2018 election. It is believed that polling stations, machinery and stationary have now been set up at all provincial army barracks outside the rules of the electoral act with the sole aim of staffing fraudulent ballot papers in the 2018 election. The rigging President of the Republic of Zimbabwe confirmed that the 2018 election is going to be a mere formality just for the purpose of international credibility and recognition as the army has already completed its election rigging job. The 'Beast and the Beauty' declared their victorious win ahead of the 2018 elections at a youth interface rally held in Lupane this July. It is believed that the win by the Beast is the win for the Beauty. Big announcements will be made soon.
Dabengwa has warned leaders of opposition political parties to retreat from the election battlefield and postpone the 2018 election to a later date to allow time and space to negotiate for favourable conditions for free, fair and credible elections. There is pandemonium within the opposition political parties following the capture of ZEC by the army. Some political opposition parties are believed to be agents of the rigging prone President Mugabe to create a proxy opposition; other parties want to go it alone and take the fight to Mugabe even with the capture of ZEC by the army; others say they would rather fight as a coalition but they are held back by power struggles and others are keen to throw in their candidacy in the hope that political office will parachute them to riches.
Debengwa has indicated that his party wants the postponement of the 2018 election until all the pertinent issues about the electoral reforms are resolved. Dr Dabengwa is an advocate of the win-win paradigm based on the electoral system of proportional representation. The proportional electoral system is inclusive and it is a means of sharing power to the wide range of different political parties at all level of governance. Dabengwa and his party want to see an election management commission that is open and transparent running a voter registration system; and the management and storage of the voters roll that is credible and enjoys the confidence of the public. Dabengwa supports the existence of an independent, autonomous, neutral and impartial electoral commission free from political and military interferences and provided with adequate financial resources and a requisite skills mix; a comprehensive voter education programme and a dependable election monitoring system. ZAPU wants an immediate adoption and alignment of all outstanding constitutional reforms that reflect the wishes of the people based on the outcome of the constitutional referendum of 2013. ZAPU wants an electoral boundaries management system that is inclusive that cuts across all political parties' not just people appointed by the President.
Above everything else ZAPU supports an electoral environment that protects the dignity of people ensuring that people are free from harm, violence, intimidation, threats and undue imprisonment. Dabengwa is making a call to all democrats to join him in calling for the postponement of the 2018 election until the necessary democratic electoral reforms are in place.
