Corruption at Chinhoyi VID

So the police are out of the roads but there is serious corruption taking place at driving centres. I have heard of people paying bribes in Harare and it has really hit close to home when my sister has been repeatedly failed at VID.
Can have something done to rectify this injustice. Why do people who want to do the right thing have to suffer? I think there should be some video recording of sorts. Do you have any idea how this can be reported or something because it's just not on.
I know someone who paid a bribe in Harare and they have a license now but my sister keeps getting failed and what makes it worse is that today when she didn't actually fail.
