Education minister assures no exam leakages since 2023

HARARE - Minister of Primary and Secondary Education Torerayi Moyo has assured Parliament that Zimbabwe has not experienced any examination leakages since 2023, dismissing persistent rumours circulating this year.  

Responding to questions from senators, Moyo clarified that the last recorded leakage occurred in 2022, after which the ministry tightened security systems and strengthened examination management processes.  

"From 2023 to 2025, we never had any leakages. We tightened our security systems and managed examination processes. We have tabled the ZIMSEC Bill this week on Tuesday and I presented the Second Reading Stage," Moyo said.  

He added that the Third Reading Stage will soon be brought before the Senate, with the Bill seeking to impose custodial sentences ranging from two to ten years for anyone involved in examination leakages.  

Moyo further explained that Examination Centres found complicit in leakages will face penalties, including withholding of results or deregistration.  

"There will be an Appeals Committee so that if ZIMSEC recommends deregistration, a director of a centre can appeal to the regulator, which is the Ministry of Primary and Secondary Education," he said.  

The minister also highlighted measures to curb impersonation, where individuals masquerade as candidates, stressing that new systems will ensure such practices come to an end.
