Zanu-PF youth league orders financial discipline

Zanu-PF has moved to tighten financial oversight over youth-led business ventures, with the party insisting that all provincial empowerment programmes must now operate within strict legal and regulatory frameworks.

John Paradza said all provincial youth league businesses must comply fully with Zimbabwean business statutes, as the ruling party intensifies efforts to formalise and regulate its empowerment initiatives.

Addressing the first Manicaland Provincial Inter-District Youth Meeting in Mutare, Paradza said the leadership would enforce strict oversight to ensure transparency, accountability and equitable distribution of profits across districts.

He said President Emmerson Mnangagwa had already provided policy direction on youth empowerment ventures under the Presidential Youth Empowerment initiative, now reinforced through a national circular issued by the party's finance structures.

Under the new framework, all provincial youth enterprises and empowerment projects must be formalised in line with business law, with mandatory monthly financial reporting to the national youth office. All funds generated must be banked, and no disbursements or transfers may be made without explicit authorisation.

Paradza said compliance with the Zimbabwe Revenue Authority and other statutory obligations would now be compulsory, signalling a shift towards tighter financial discipline and governance within youth structures.

He said the reforms were intended to transform youth ventures into sustainable economic engines rather than patronage-driven schemes, ensuring that benefits reach the wider membership.

"The President is for all, and youth empowerment should reach all youths, not the same few individuals," he said. "A good father lets the children eat first before he eats—that is what makes a good leader."

He warned that any abuse of funds would attract disciplinary action, adding that transparency and accountability were now central to the youth league's economic agenda.

Paradza also reiterated that the youth wing remained a key political pillar of Zanu-PF.

"We are the last line of defence for Zanu-PF. We are the vanguard," he said.

He further said Manicaland youths fully supported Constitutional Amendment Bill Number 3 (CAB3), arguing that it would ensure continuity of development programmes and support Vision 2030 goals.

"President Mnangagwa should remain in office until 2030 to allow continuity and the completion of tangible development," he said.

Zanu-PF Manicaland youth chairman Stanley Sakupwanya outlined several empowerment programmes implemented in the province, including livestock schemes, residential stands in Chipinge, mechanisation support and land allocations under ARDA Transau.

He also confirmed that youth structures received US$200 000 from the President, which was invested in buses now operating under the Manica Go transport service.

Minister of State for Manicaland Provincial Affairs and Devolution Misheck Mugadza praised the youth league's investments and said land allocated at ARDA would be subdivided and distributed to youths.

He added that Members of Parliament from Manicaland would support CAB3 when it comes before Parliament.
