'CIO agent' jailed 52 years

A SERIAL rapist who posed as a member of the Central Intelligence Organisation and raped 13 women will spend the next 52 years behind bars after he was found guilty of committing the crimes.

Moses Musara (29) from Mutare's Dangamvura high-density suburb lured his victims through newspaper adverts in which he replied employment requests from female college students.

He was also convicted of attempted rape and robbery charges.

Mutare regional magistrate Mr Alex Shumba convicted him of three counts of rape, two counts of attempted rape and four counts of robbery. He was acquitted of four rape counts as there was no concrete evidence against him.

Mr Shumba slapped him with a six-month jail term for each of the four robbery counts. He will spend a cumulative 52 years behind bars for the rape cases.

Of the 52 years, Mr Shumba set aside 22 years on condition that he does not commit any rape-related offence in the next five years.

However, the robbery sentences, which amount to 24 months, will run concurrently with the rape jail term.

Musara committed the crimes between August and September last year.

He had denied the charges.

On the first count, Musara lured his victim who had placed an advert in a newspaper on August 6, 2013 looking for a job.

Musara invited her for an interview through an SMS sent on August 9, 2013.

The 27-year-old student at a university in South Africa met Musara at Murahwa Building in Mutare where the convict presented himself as a CIO agent. He led the complainant to Darlington medium-density suburb dumping site and pretended to communicate with someone on the phone. As part of the job interview he ordered the complainant to strip naked.

Musara asked the complainant to have sexual intercourse with him, but the woman refused. He threatened her with death saying she was a risk as she would expose State secrets.

He tried to force himself on her, but failed as he could not sustain an erection.

The complainant fled, leaving her cell-phone and $12 cash.

On July 8, 2013, Musara pounced on a 19-year-old girl after posing as an employer looking for someone to employ at Zimra. The complainant was led to Greenside low-density suburb near a dumping site where she was to be interviewed by two unknown women.

He stole a Samsung cell phone, $5 in cash and a modem from the complainant, all valued at $90.

He also raped a 20-year-old woman based in Glen Norah, Harare, who had placed an advert in a newspaper on September 16, 2013 seeking employment.

The 20-year-old complainant was invited by Musara to an interview on September 19, 2013 in Mutare. He posed as an immigration director under the Customs Department and met the complainant two days later near the NRZ station.

He led the complainant into a bushy area near Beira Road where he said the interview was to be conducted. The accused stayed with the complainant until 10pm. He told her to change her clothes and put on something else as she was to run as part of the interview.

While the complainant was changing clothes, she saw the convict advancing towards her and she ran away naked. He pursued her and warned her that she was being watched by surveillance cameras and risked being shot and killed.

He raped the complainant twice and spent the whole night with her in the bush. He also took a cell phone, certificates and $10.

Musara attempted to rape a 25-year-old unemployed woman from Mucheke in Masvingo on October 2, 2013.

The complainant had placed an advert on September 30 in the newspaper looking for employment. He responded to the advert and called the complainant to a job interview.

He met the victim on October 2, 2013 at the NRZ depot in Mutare and took her to a bushy area near Beira Road and ordered her to remove her clothes.

He further demanded to have sexual intercourse with the complainant, but she refused. The accused then tripped the complainant, tried to rape her, but she resisted.

Musara took away the victim's $14 and left. He also lured a 26-year-old from Chitungwiza's Unit B by offering her work as a receptionist.

The complainant had placed an advert in a newspaper on October 21, seeking employment.

Musara contacted the complainant inviting her to a job interview the following day.

They met at Nando's Take-Away in Mutare where he advised her that she was to go for a vetting process for the job at Mbada Diamonds.

He allegedly led his victim to a bush near a dump site in Darlington medium-density suburb where he later demanded sex to enhance her chances as a candidate for the job.

He had unprotected sex with the woman twice without her consent.

The court heard that Musara told the complainant to run to assess physical fitness whereupon she left her belongings, a Nokia 7100 cell-phone, Android v8 cell-phone, clothes and $10.

As the complainant ran along Beira Road, she was alerted by a taxi driver that the interview was bogus, but when she went back the accused had disappeared.

Musara also raped a 24-year female adult from Area 12, Dangamvura in Mutare on September 19, 2013.

After the rape, he took his victim's cell-phone.

Musara raped a 25-year-old woman from Kuwadzana in Harare on September 13, 2013.

He offered an internship opportunity in the field of business management to the complainant after she had placed a newspaper advert.

On September 13, 2013, Musara met the complainant at the NRZ station in Mutare and told her there was a job opportunity at Chiadzwa diamond fields.

She therefore had to undergo a vetting exercise at Gimboki Army Barracks.

He took the complainant to a bushy area near Gimboki Army Barracks at around 8pm.

He lied to his victim that there were observation cameras mounted around the area and she had to remove her clothes and threatened her with death if she did not follow his orders.

He raped her twice and slept with her in the bush. At around 4am, she woke up and found Musara gone together with her Nokia cell-phone and $12.
