The Zimbabwe Congress of Students Union claims that Higher Education, Science and Technology Minister Professor Jonathan Moyo and his deputy Godfrey Gandawa used part of the money allegedly siphoned from the Zimbabwe Manpower Development Fund to sponsor a demonstration against President Mugabe at last month's graduation ceremony at the University of Zimbabwe.
The Commission is investigating Prof Moyo and Gandawa and three others for defrauding around $430 000 from Zimdef.
Zicosu president Tonderai Chidawa alleged that Prof Moyo was colluding with deans of students at some State Universities to organize student demonstrations against President Mugabe at graduation ceremonies.
He alleged there were plans to demonstrate against the President at this week's graduation at Chinhoyi University.
