Zimbabwe revises vehicle registration and licensing fees

The Government has gazetted Statutory Instrument 10 of 2026, amending the Vehicle Registration and Licensing Regulations to introduce a revised fee structure for vehicle registration, licensing, and number plates.

The regulations, issued by the Minister of Transport and Infrastructural Development, repeal Part I of the Third Schedule to the 1999 regulations, updating charges across key services. Under the new fees, first-time registration for motor vehicles, motorcycles, and trailers is set at US$50. Change of ownership fees now range from US$15 for retaining existing plates to US$95 for acquiring new plates.

Replacement of lost or damaged plates has also been adjusted, with PSV motor vehicle plates costing up to US$85 and PSV trailer plates US$80. Personalised number plates now carry higher fees, set at US$2 500 for vehicles with engine capacity up to 1 500cc and US$5 000 for vehicles above that threshold.

The revised fees are intended to modernise vehicle registration services, cover production costs, and strengthen administration of the national vehicle registry under the Vehicle Registration and Licensing Act.

The fee review was first announced on September 9, 2025, during a Post-Cabinet Media Briefing, when Information, Publicity and Broadcasting Services Minister Jenfan Muswere said the move formed part of broader reforms in the transport sector.
