Insiza Ward 18 residents forge ahead with CAB3 and Vision 2030 campaign

Insiza Ward 18 residents gathered at PBS Hall on Wednesday for an interactive lesson on Constitutional Amendment Bill No. 3 (CAB3), with speakers urging communities to embrace grassroots development and support national Vision 2030 programmes.

The meeting was organised by Ward 18 councillor Jostinah Ndondo and featured Ward 23 shadow councillor Sikhanyisiwe Nkomo, popularly known as the "Host for ED" or "CAB3 Queen". Insiza North legislator Delani Moyo sent apologies due to prior commitments.

Also present were Zanu‑PF Ward 18 officials, including chairlady Florence Mntambo, secretary Tolika Nzuzo and commissar Rodar Ncube, alongside war veterans, village heads, VIDCO chairpersons and agricultural advisors.

Addressing residents, Nkomo explained key provisions of CAB3, focusing on issues related to term extension and indirect voting. She encouraged communities to align themselves with Vision 2030 and adopt what she described as an industrial mindset.

"Prepare your mindset and adopt an industrial sense of purpose," she said. "God blesses those who work hard with their hands."

Nkomo urged communities to take ownership of development projects and work collectively towards national growth.
"Today I bring CAB3 in action. I have come to empower you as we march toward Vision 2030. Zimbabwe will be a middle‑class economy by 2030," she said.

During the gathering, Nkomo launched a piggery project for Ward 18 by donating four piglets, to be overseen by councillor Ndondo. She also handed over US$500, with US$300 allocated to a ward development project and US$200 towards completing floor tiling at PBS Hall.

War veterans received US$300 to support income‑generating projects, as well as four Spark Starter solar lights valued at US$102 each. Twenty‑six village heads and VIDCO leaders also received solar lights supplied through Virl Company agent Ntombikayise Mangena, bringing the total distributed to 30 units.

Nkomo further donated US$200 to the Sikhanyisiwe Women's Goat Project Club, which she established last year. Community member Phineas Majozi received two piglets and was encouraged to extend the initiative to other residents as the project grows.

Residents attending the meeting were also provided with refreshments.

The programme concluded with expressions of appreciation to President Emmerson Mnangagwa and Delani Moyo for development initiatives in the constituency, including the Constituency Development Fund‑supported construction of Msudu Clinic in Ward 18.

Organisers described the meeting as part of ongoing efforts to combine civic education, empowerment projects and grassroots participation in local development.
