Masvingo police boss transferred amid speculation

Police Officer Commanding Masvingo Province, Commissioner Fredrick Mbengwa, has been transferred to Harare just 18 months after his promotion to the post, sparking speculation over the reasons behind his reassignment.
Mbengwa's transfer has generated widespread discussion within police circles and beyond, with some claiming he was being moved for allegedly resisting the proposed Constitution Amendment Bill No. 3 (CAB3), which is currently before Parliament.
However, the Zimbabwe Republic Police (ZRP) has dismissed the claims, insisting that the transfer is a routine administrative matter.
National police spokesperson Commissioner Paul Nyathi said the movement of officers between stations and provinces is a normal process that falls within the authority of the Commissioner-General of Police.
"Transfers are a normal occurrence within the Zimbabwe Republic Police and fall within the prerogative of the Commissioner-General of Police, who has the authority to deploy or redeploy officers as he deems fit. There is nothing unusual or sinister about the transfer of Commissioner Mbengwa from Masvingo to Police General Headquarters," Nyathi said.
He confirmed that Assistant Commissioner Peter Sibanda has been appointed the new Officer Commanding Masvingo Province.
"The Commissioner-General has appointed Assistant Commissioner Peter Sibanda, who has been serving in Masvingo, to take charge of the province," Nyathi added.
Mbengwa took over command of Masvingo Province in January 2025, replacing Commissioner Crispen Charumbira, who was transferred back to the Criminal Investigations Department (CID).
Before assuming the Masvingo post, Mbengwa served as the national police anti-stock theft coordinator and had also previously acted as Officer Commanding Masvingo Province.
While speculation surrounding his transfer continues, police authorities maintain that the reassignment forms part of routine organisational deployments and should not be interpreted as linked to political developments or policy positions.
