Councilors warn Beitbridge mayor

BEITBRIDGE Town Council councillors have accused Mayor Pilato Mafuta of "sleeping on duty" and failing to ensure that resolutions passed by the local authority are implemented.
The councillors, led by Ward 3 representative Takavingei Mahachi, said the failure to implement council resolutions and enforce by-laws had plunged the local authority into crisis.
They alleged that management was routinely ignoring resolutions passed by councillors, which they said pointed to a failure by the mayor to properly supervise the town clerk and management team.
The councillors warned Mafuta to take action against what they described as an incompetent workforce, or risk being held accountable himself.
Among the resolutions they said remained unimplemented was a directive to urgently construct toilets at Siya So Industrial Site.
They also cited a resolution to remove stray animals, including council-owned cattle, and prosecute their owners.
The councillors further accused management of failing to act on a resolution to provide potable water to about 10 000 households that have reportedly gone without reliable access to clean water for the past decade.
They also raised concerns over continued welding activities in residential areas, which they said were being carried out in violation of council by-laws.
"You are not acting on any resolutions from meetings. Non-performing employees have neither been terminated nor suspended. By-laws are not being enforced. Illegal sheds are mushrooming all over town," Mahachi said.
"You are lucky that the Minister of State for Mat South is not here. If he visits and monitors how things are being done you will definitely be left out of office."
Responding to the concerns, Mafuta urged council employees to carry out their duties diligently, saying poor performance was delaying council projects.
"All workers receiving a salary from council should do their work diligently, and not slacken as this drags council projects," Mafuta said.
Town Clerk Loud Ramakgapola said work on the Siya So toilets was nearing completion and the facility would be operational by the end of the month.
"Only five chambers and a few connections are outstanding and need to be bought," he said.
Mahachi, however, maintained that the failure to implement resolutions was undermining public confidence in the local authority.
"When residents see cattle in town and illegal structures coming up every week, they lose faith. We pass resolutions here but nothing happens on the ground," he said.
