Public Service 2010 manpower audit report false!
The 2010 manpower audit report by Ernest and Young Auditors was dismissed by Public Service Commission (PSC) as defective and inaccurate. The report caused alarm when it claimed the existence of 75 000 ghost workers in the Public Sector.
PSC revealed this at feedback meetings held in Kwekwe District Administrator's office and Gokwe South Rural District Council office on 28 October 2011.
PSC General Manager for Personnel, Maxwell Magumise, and PSC Commissioner, Roderick Makamure said, "The non-processing of forms, and improper documentation in cases of deaths, suspension, sick and vocational leaves led Ernest and Young Auditors to conclude that there were ghost workers."
They further cited delays in processing manpower, and development leave forms, and extension of contracts by some government departments raised suspicion of ghost workers.
As a mitigatory measure, the PSC officials reiterated that, "there should be speedy and proper documentation of all cases of employee deaths and leave, among others."
They urged District Education Heads to follow laid down procedures relating to secondment and attachment of employees to avoid creating unnecessary "ghost" workers. However the PSC audit, managed to unmask laxity by some Government Departments in processing documents as per laid down procedures.
The false information contained in this report was capitalized by the selfish Finance Minister Biti, to refuse paying civil servants decent salaries as he continually claimed that, the wage bill was over-laden by ghost workforce.
