Gwanda North MP probes Finance Minister over non‑disbursement of CDF

Gwanda North legislator Desire Nkala has pressed Finance, Economic Development and Investment Promotion Minister Mthuli Ncube to explain why some constituencies have not received their Constituency Development Fund (CDF) allocations, despite government assurances that all payments would be completed by 31 December 2025.
Nkala raised the issue in Parliament during the Question and Answer session.
“I rise on a matter of privilege regarding the non‑payment of constituency development funds to some Members of Parliament. The Ministry of Finance, Economic Development and Investment Promotion promised publicly and on record that by the end of 31 December 2025, all CDF payments would be made,” Nkala said.
“However, as we speak, some other Hon. Members and I have not received the CDF. May I, through your office Mr Speaker, request that the Minister provide us with details on when we can expect this CDF? The constituents are wondering when they hear that other constituencies got their CDF and you are explaining that you have not got; this has made our lives very difficult.”
In response, Minister Ncube said he had intended to rise only to give a notice of motion, but acknowledged that Nkala’s concerns were valid.
“First of all, these submissions were made after 31st December 2025, which means there was an administrative issue. That is fine. We will deal with it and try to make sure those Hon. Members who have not received their CDF receive it. So, these will be processed,” Ncube said.
