Why are you not bringing devolution of power?

The opening line of Chapter 14 of the Constitution of Zimbabwe (the preamble section) reads, "Whereas it is desirable to ensure (a) the preservation of national unity in Zimbabwe and the prevention of all forms of disunity and secessionism" there must be devolution of power and responsible to lower tiers of government in Zimbabwe.
It is two years now since the new constitution came into force and still there has not been an attempt by parliament or the relevant government ministry to introduce the devolution of power law.
The questions that one then ask is should we assume that the failure to bring the devolution law by the relevant authorities is a sign and an indication that those people do not want to 'preserve national unity' and to 'prevent all forms of disunity and secessionism'? Are we wrong to conclude and believe that some of our government officials in the ministry of parliamentary affairs are for disunity and secession because if they were not they should have brought devolution by now?
Can we be wrong to say the people responsible for ensuring that the devolution law is enacted are in support of disunity and secessionism because if they are not, they should have brought in the only thing that can prevent disunity and secessionism in Zimbabwe - that is Devolution of Power!
