Service delivery is not a favour but a mandate for Gweru City council

The erratic water supplies in Gweru as well as non-collection of garbage in Gweru has exposed the local authority.
The Midlands capital city is surviving on the edge and it's a miracle that no water bourne disease has hit Gweru. Water hardly comes out of our taps, if it does it trickles for a few hours then it is back to square one.
The powers be at the Town office seem to be clueless as their short term solutions have failed to end this problem. One thing that is certain is that the water and rates bill will come with no deduction whatsoever of the many days the city council fails to provide residents with the precious liquid.
Water is a universal right, but residents are constantly given a multiple of excuses. The amazing thing is when it's election time water is constantly available because councillors will be seeking reelection.
What really is the point of having councillors that fail to deliver? Yes, there are some who have done well in their respective wards but the majority seem lost in what is expected from them.
Recently the Mayor of Gweru came with a shocker, from a leaked audio during a council meeting, when he suggested that donkey-drawn carts could be used in garbage collection. The same person will be seeking re-election come 2023 which bags the question, what do we want in a leader ...a comedian or clueless leader?
Factions have brought suffering to residents in most cities and towns. It is a fact that opposition and ruling party councillors tussle for influence in local authorities but at the expense of residents.
