Masvingo is under lock-down as Zanu PF conference expected to be attended by close to 7000 people kicks off on Tuesday.
At the weekend, residents claimed to have barred from moving in large groups as a curfew was imposed.
As usual Mugabe's advance security team is already on the ground to tighten security.
"We have been condemned to a curfew by the security details. They just harass us if they see us in groups," an unnamed reveler is quoted saying.
Zanu-PF National Political Commissar Saviour Kasukuwere at the weekend warned those wishing to gatecrash the conference that they would be dealt with harshly.
He said accreditation of delegates to the conference had been centralised in Harare.
"We have so far accredited 6 772 delegates including members of our Presidium and their spouses, 30 Politburo members, 267 Central Committee members, members of the National Constitutional Assembly, students, provincial executive members of our party together with representatives from war veterans, war collaborators and detainees and our party's foreign branches in Johannesburg, and the UK,'' he said.
