Byo mayor turn down a congress invitation in Brazil

Bulawayo City Council mayor Thaba Moyo has turned down an invitation to attend an urban council's congress in Brazil mid-June saying the local authority was broke.
International Council of Local Environmental Initiative, (ICLEI) Secretary general Konrad Otto-Zimmermann had wrote to Moyo inviting him to a June 14-17 congress.
"I would be honoured if you would accept my personal invitation to attend the ICLEI World Congress 2012 in Belo Horizonte, Brazil" said Otto-Zimmermann.
However, Moyo has turned down the invitation.
Council resolved "that the invitation from ICLEI for the Mayor to attend a congress in Brazil from 14-17th June 2012 be noted and declined in view of financial constraints," reads a council report.
The invitation letter indicated that "please keep in mind that participates are required to both cover their own travel, accommodation and insurance expenses and to arrange their trip independently."
Council, is still faced with more than $4million debt and risk having Revenue Hall and Tower Block attached.
