Z-RGM code on Zimbabwe Airways causes confusion

Government yesterday took delivery of a Boeing 777-200ER aircraft from Malaysia, which is part of an envisaged fleet of 10 aeroplanes to be managed under a new company tasked to boost the local aviation sector.
The 300-seater plane, which touched down at Robert Gabriel Mugabe International Airport yesterday, is wholly-owned by the Government's special purpose vehicle, Zimbabwe Aviation Leasing Company, which, in turn, is leasing the aircraft to Zimbabwe Airways.
There is confusion over the Boeing 777's registration code Z-RGM. Some commentators claim that the code stands for Zimbabwe-Robert Gabriel Mugabe and it is in honour of former President Mugabe. One commentator said, "One of the planes has a personalized registration number, Z-RGM." The other aircraft which is due for delivery has registration code Z-NBE.
Finance Minister Patrick Chinamasa hinted that the Zimbabwe Airways plane with the registration number Z-RGM does not belong to the Mugabe family, but instead to the state.
Kudzai Mutisi said, "MDC surrogates have been making a lot of noise about the RGM on the Zim Airways plane... RGM has nothing to do with Robert Gabriel Mugabe... In fact, it's found on many planes... Those planes do not belong to Mugabe or Mugabe's family."
What does the code Z-RGM stand for? Can someone enlighten us.
