ZEC completes printing of ballots for June by-elections

The Zimbabwe Electoral Commission (ZEC) has finalized the printing of 53,550 National Assembly and 8,450 Local Authority ballot papers ahead of the by-elections scheduled for June 14, 2025.
The by-elections will see voters in Insiza North and Gutu East constituencies casting ballots for National Assembly representatives, while Binga and Chipinge districts will hold Local Authority elections.
ZEC Chief Elections Officer, Mr Simbarashe Tongayi, confirmed that the printed ballot papers accommodate all registered voters in the affected areas, with an added contingency to cater for any unforeseen requirements.
"A total of 53,550 National Assembly ballot papers have been printed to serve 48,970 registered voters across the two constituencies. For the Local Authority by-elections, 8,450 ballot papers have been produced," Mr Tongayi said.
The Printing and Minting Company of Zimbabwe (Pvt) Ltd, based in Msasa, Harare, was contracted to produce the ballot papers.
"In compliance with Section 52A (2) of the Electoral Act (Chapter 2:13), the Printing and Minting Company of Zimbabwe was mandated to print ballot papers for the June 14 by-elections. We included a contingency of 9.35 percent for National Assembly ballots and 8.04 percent for Local Authority ballots. The papers were printed in books of 50 each," he added.
The Insiza North National Assembly seat in Matabeleland South became vacant after the death of Zanu-PF's Farai Taruvinga, who succumbed to cancer in March 2025.
Four candidates have since filed their nomination papers at the Gwanda Provincial Magistrates' Court to contest the by-election: Mr Delani Moyo (Zanu-PF), Mr Thabani Mlotshwa (Zapu), independent candidate Mr Lesley Dube, and Mr Mbongeni Moyo of the Zimbabwe National Revival Party.
In Masvingo Province, the Gutu East seat fell vacant following the expulsion of Mr Benjamin Ganyiwa from Zanu-PF, which led to nullification of the seat. Mr Ganyiwa had been elected in the 2023 harmonised elections.
Three candidates are confirmed to contest the Gutu East by-election, following nominations at the Masvingo Magistrates' Court. They include Zvarevashe Masvingise (Zanu-PF), independent candidate Mr Gift Gonese, and Mr Zivanai Nzvenga of the National Constitutional Assembly (NCA).
Zanu-PF continues to dominate Masvingo Province, having won 24 out of 26 seats in the 2023 harmonised elections.
The by-elections are set to be a critical test ahead of the next general elections, with ZEC reiterating its commitment to a transparent and credible electoral process.
