Mnangagwa, Tshabangu host councillors in Bulawayo

President Emmerson Mnangagwa and self-imposed Citizens Coalition for Change (CCC) interim secretary-general Sengezo Tshabangu are set to hold separate meetings with councillors from across Zimbabwe today in Bulawayo.
Mnangagwa will convene an indaba bringing together councillors from various political parties to launch key government initiatives aimed at improving local governance. The President is expected to officially unveil the Minimum Service Delivery Standards and the Urban State Land Management Policy - two measures designed to enhance service delivery and strengthen land administration in local authorities.
A letter dated June 17, 2025, from the Ministry of Local Government instructed that all councillors from around the country are required to attend the gathering. "In the same vein, His Excellency will be launching the Minimum Service Delivery Standards and the Urban State Lands Management Policy at the same gathering," the letter read.
Councillors attending the indaba have indicated expectations that Mnangagwa will address their long-standing demands for improved perks, which were raised during a similar meeting held last year in Harare.
Meanwhile, on the same day, Sengezo Tshabangu will hold a separate caucus meeting with CCC councillors in Bulawayo to discuss party-specific matters and organisational strategies. In a statement, Tshabangu invited all CCC local government councillors to attend, with the agenda including an overview of the political landscape, an organisational report by Tshabangu himself, and nominations for the party's interim leadership.
"Members are requested to submit their additional preferred agenda items to the interim secretary-general's office by 10:00 AM, Thursday 26 June 2025," Tshabangu said.
Tshabangu's caucus takes place amid ongoing controversy surrounding his legitimacy as interim secretary-general within the CCC, with factions disputing his authority. The meeting is likely to further shape the internal dynamics of the opposition party.
As Bulawayo prepares to host these pivotal meetings, councillors across the political spectrum await key announcements that could impact local governance and political alignments in the months ahead.
