The
Judicial Service Commission (JSC) has officially launched a
digitalisation programme for magistrates' courts in Matebeleland South
and Masvingo provinces, aiming to boost the efficiency, transparency,
and accessibility of justice across Zimbabwe.
In a statement, the commission described the launch as a "significant milestone" in the ongoing transformation of the country's judicial system. The initiative forms part of Phase 4:2 of the Integrated Electronic Case Management System (IECMS).
"The Integrated Electronic Case Management System will streamline case management processes, reduce delays, and ensure court records are maintained in a secure and accessible manner," the JSC said. "This system will improve the speed of judicial proceedings and provide vital data analytics to aid policy and decision-making."
The digital framework will introduce paperless operations, cutting printing and photocopying costs, while reducing travel expenses as some civil court sessions will now be conducted virtually. Lawyers will be required to be cleared by the Law Society of Zimbabwe to register in the system, ensuring only verified legal practitioners participate.
The system will also allow for e-payment of fees, e-filing of case documents, online case tracking, virtual hearings, and access to judgments, significantly improving communication and convenience for court users.
JSC noted that the successful digitisation of 16 court stations-10 in Masvingo and six in Matebeleland South-follows the earlier implementation of Phase 4:1 in Mashonaland Central and Matebeleland North. The commission confirmed that Phase 4:3 will next cover Mashonaland East and Manicaland provinces.
"This initiative is a pivotal step toward modernising our courts and ensuring that justice is accessible, efficient, and transparent for all Zimbabweans," the commission said.
