Mutodi accused of fueling mayhem in second republic over treasury corruption claims

Zanu PF legislator Energy Mutodi has come under fire for allegedly attempting to destabilise the Second Republic following explosive corruption claims against Ministry of Finance Permanent Secretary George Guvamatanga.
Posting on his official X (formerly Twitter) account, Mutodi alleged that Parliament has received disturbing reports indicating that Guvamatanga receives 5–10% kickbacks for every payment processed by Treasury.
"GG, as he is notoriously called, has accumulated more than $1 billion, becoming the richest civil servant. Contractors, ministries, and departments that refuse to pay Guvamatanga a kickback of at least 5% after receiving Treasury payments have been denied funds for several months—even when the money is budgeted," Mutodi posted.
He further claimed that Parliament itself has struggled to operate over the past six months due to withheld budgeted funds.
"A civil servant earning less than $1,000, GG owns more than 5,000 dairy cattle, dairy equipment, and several mansions—hence the proposed lifestyle audit," Mutodi added.
However, the allegations have sparked backlash online, with critics accusing Mutodi of undermining government stability.
X user Snowball Tongogara responded:
"I don't know George Guvamatanga personally, but I don't buy Mutodi's narrative. As a Member of Parliament, why didn't he summon Guvamatanga to Parliament to answer?"
Tongogara accused Mutodi of aligning with opposition tactics:
"Energy Mutodi seems to have joined the opposition narrative to cause mayhem in the Second Republic. This is not what protocol dictates."
He added that Mutodi should act as a legislator, not a social media activist.
"Parliament doesn't conduct business on X. Zanu PF MPs should not behave like opposition activists. Order is needed."
