Hwange East MP Bonda applauds South Africa's ZEP extension amid anti-foreigner tensions

Hwange East Legislator Joseph Bonda has commended the South African government for extending the Zimbabwe Exemption Permits (ZEP), describing the move as a lifeline for Zimbabwean migrants facing uncertainty and hostility in the neighbouring country.
Bonda's remarks come amid growing pressure from vigilante groups, such as Operation Dudula, which have intensified campaigns to expel foreign nationals.
"The extension of ZEP by the SA government has given a lifeline to panicking Zimbabweans who have been guessing on their permits' outcome. Reviewing from when the ZEP permits started, you would note that they were issued with one year less of five years — ostensibly to deny them temporary citizenship after five years," Bonda said.
He argued that the permit structure aligns with international immigration laws, which often grant residency status after five continuous years of legal stay.
"The extension after extension of grace periods indicates the soft spot the government has for registered migrants. This is a noble idea, as every nation has legal immigrants. The stance on illegal immigrants is still accommodative compared to other nations like Botswana."
Bonda condemned Operation Dudula, accusing the group of criminal behaviour and human rights violations.
"They deny health to critical patients like women seeking delivery. This action is dehumanising and against the ethics of humankind. Dudula has been dealt a big blow as they intensify their campaigns to drive away foreigners, while the government is legalising the foreigners."
He further warned that Dudula's actions are fuelling violence and hate across African nations, with Zimbabweans being the primary targets.
"My advice to Zimbabweans with permits is to invest back home - in areas like real estate, as property appreciates in value. That way, they have somewhere to start once the permits are rendered unrenewable."
