Bulawayo Council warns against unapproved construction

The Bulawayo City Council has cautioned residents and developers against undertaking any building projects without proper municipal approval, in line with Statutory Instrument (SI) 56 of 2025.
In a statement, acting town clerk Tennyson Mpunzi reminded the public that the law requires all construction to be vetted by the local authority before work begins.
"In terms of Chapter 2, Part 1, Section 5 of the Model Building By-Laws of Zimbabwe, no building work should be undertaken unless and until plans have been submitted and approved by the local authority," Mpunzi said.
He further noted that, under the amended Architects Act [Chapter 27:01], building plans must be prepared by registered professionals, including architects, technologists, technicians, and draftspersons accredited by the Architects Council of Zimbabwe.
Mpunzi urged residents and developers to verify the registration status of anyone preparing building plans before submitting them to council for approval.
The directive comes as part of a broader effort to ensure safety, compliance, and orderly urban development in the city.
