Zanu-PF introduces revised Empowerment Fund guidelines

Zanu-PF has announced revised guidelines for its Presidential Empowerment Programmes aimed at enhancing transparency, efficiency, and the tangible impact of initiatives on beneficiaries, the party's National Political Commissar Munyaradzi Machacha has said.
The updated framework seeks to address past administrative challenges while reinforcing the ruling party's commitment to President Emmerson Mnangagwa's developmental mantra of "leaving no one and no place behind."
Speaking at Dzapasi Assembly Point in Buhera, Machacha explained that the recalibrated guidelines will streamline fund disbursement and strengthen compliance mechanisms, ensuring that resources reach intended recipients and reducing the internal frictions that previously undermined the programme.
"We are currently developing guidelines for our empowerment programmes to ensure that they benefit everyone. Previously, the empowerment initiative led to disunity and disharmony within the ranks of the party. We observed significant dissatisfaction among members, resulting in conflicts that created divisions within the party due to the selective allocation of empowerment funds," Machacha said.
He clarified that the temporary suspension of the Presidential Empowerment Fund disbursement was part of routine organisational alignment meant to safeguard the integrity of structured empowerment frameworks.
Assuring stakeholders that the programmes would resume shortly, Machacha said oversight protocols will also be strengthened.
"The party leadership has opted for an internal governance review process designed to tighten compliance procedures and protect vulnerable beneficiaries targeted under the grassroots empowerment matrix. The party was aligning its operational systems so that leakages are sealed and the funds reach the intended beneficiaries in line with the policy direction of the party and Government," he added.
The revisions are intended to ensure that the empowerment programmes not only promote party cohesion but also contribute effectively to local development and socio-economic upliftment at the grassroots level.
