Mupambi appointed deputy high commissioner and secretary‑general of Southern Africa Human Rights Lawyers High Commission

The Southern Africa Human Rights Lawyers High Commission (SAHRL) has appointed Abigale Mupambi as its new Deputy High Commissioner and Secretary‑General, effective 10 March 2026.
In her dual role, Mupambi will lead the Commission’s Secretariat for Administration, overseeing operational governance, legal compliance and regional administrative strategy in Zimbabwe. She will report directly to the organisation’s Founder, Chairman and High Commissioner, Professor Talent Rusere.
Mupambi joins the High Commission as a respected political scientist and human rights defender with an extensive background in civic leadership. She holds a Doctor of Philosophy (PhD) in Public Law and a Master of Laws (LLM) in Human Rights Law from the University of Cape Town.
Before her appointment, she played a prominent role in promoting constitutionalism in Zimbabwe through her leadership in the Civic Society and Churches Joint Forum (CSCJF), where she served as National Coordinator, working to strengthen engagement between development partners and the State.
She also founded the non‑partisan movement “This Constitution, Our Constitution”, which focuses on defending the 2013 Constitution and educating citizens on their rights. Her grassroots advocacy has included workshops in rural and urban communities aimed at empowering marginalised groups, particularly women and children.
Professor Rusere said Mupambi will be central to the formal registration and institutionalisation of the High Commission in Zimbabwe. Her responsibilities include administrative oversight of the Harare‑based Secretariat, regional diplomacy with SADC, the African Union and international human rights bodies, and continued constitutional advocacy.
“We are entering a new era of regional accountability,” Rusere said. “Mupambi’s appointment is a testament to our commitment to blending high‑level legal expertise with grassroots activism. Her leadership will ensure that the Southern Africa Human Rights Lawyers High Commission remains a formidable force for justice and transparent governance in Zimbabwe and beyond.”
