AU appoints Special Envoy for Gabon and Equatorial Guinea

The African Union Commission (AUC) Chairperson, Mahmoud Ali Youssouf, has appointed Albert Shingiro - former Minister of Foreign Affairs of Burundi - as Special Envoy to support Gabon and Equatorial Guinea in implementing the International Court of Justice (ICJ) judgment delivered on 19 May 2025. The ruling concerns land and maritime boundaries and sovereignty over the islands of Mbanié, Conga and Cocoteros.
In a statement issued on the AU’s official X account, the Commission said the appointment follows a quadripartite meeting held on 14 February 2026 under AU auspices, during which both countries reaffirmed their commitment to a peaceful and coordinated implementation of the Court’s decision.
The AU said the designation of a Special Envoy underscores its commitment to peaceful dispute resolution and to advancing African-led solutions grounded in international law.
According to the statement, Shingiro will engage both states through consultations aimed at facilitating consensus on the modalities for implementing the ICJ judgment, in line with the principles of the AU Constitutive Act.
Youssouf expressed confidence in Shingiro’s experience and diplomatic expertise, saying he is well‑placed to support effective implementation of the ruling and to strengthen stability and good neighbourly relations between Gabon and Equatorial Guinea.
