Zimbabwe launches Nationwide Consultations on Road Accident Fund Bill

HARARE - The Ministry of Transport and Infrastructural Development has launched nationwide public consultations for the proposed Road Accident Fund (RAF) Bill, a landmark initiative aimed at establishing a robust post-crash management regime to support victims of road traffic accidents.

The Bill seeks to ensure timely compensation for medical expenses, funeral costs, evacuation services, and life-enhancing assistance for those seriously injured in road accidents.

Speaking during the launch event in Bulawayo, which drew participation from government officials, insurance industry representatives, transport operators, emergency service providers, civic society, and members of the public, Minister Felix Tapiwa Mhona (MP) - through a speech read by Traffic Safety Council Chairperson Mr. Kura Sibanda - emphasised the urgency of reform.

"The Road Accident Fund Bill is our solid commitment and the right direction towards establishing a robust post-crash management regime," Mhona said.

Key features of the proposed Bill include:

- No-Fault Compensation System: Victims will be compensated regardless of who caused the accident, eliminating lengthy legal battles.  
- Immediate Post-Crash Response: The Fund will cover evacuation and emergency medical treatment.  
- Defined Benefits: Compensation will include medical and funeral expenses, evacuation costs, and support for long-term injuries.  
- Sustainable Funding Model: The Fund will be financed by allocating 35% of existing third-party motor vehicle insurance premiums.

Public consultations are currently underway, with upcoming sessions scheduled for Gwanda, Gweru, and Chinhoyi. The Ministry has invited citizens, community leaders, transport operators, legal experts, and other stakeholders to contribute to the final shape of the Bill.

The draft RAF Bill is available for review upon request, and members of the public are encouraged to engage through the Ministry's official communication channels.
