Harare turns down Umguza application for town status

The attempt by Umguza Rural District Council to be elevated to town board status has been turned down by the Ministry of Local Government and Public Works due to insufficient supporting documentation.

The Minister of Local Government and Public Works, Daniel Garwe, said the application lacked key elements—particularly comprehensive development plans required to justify the upgrade.

Speaking at a title deeds handover ceremony in Bulawayo, he explained that while the request was valid, it did not demonstrate the level of development expected for town board status.

"The contents of the application letter do not speak to the status they are asking for," he said.

The ministry has advised Umguza RDC to revise and resubmit its application, ensuring that it clearly outlines existing and planned infrastructure, including roads, water systems, sanitation, and commercial development.

Garwe pointed to the Kings City housing development as an example of the type of large-scale project that could strengthen the council's case. The development is expected to accommodate around 40,000 residents, signalling significant growth in the area.

Experts note that achieving town board status requires not only population growth but also structured spatial planning, service delivery frameworks, and clear long-term development strategies.

The ministry's response highlights the importance of proper planning and documentation in local governance, especially for fast-growing peri-urban areas like Umguza.

If the council submits a stronger, more detailed application, it could eventually gain town board status—unlocking improved administrative capacity, better service delivery, and increased investment opportunities.
