CEO's case opens can of worms, suspended over hunting concessions

TSHOLOTSHO Rural District Council (RDC) CEO Themba Moyo was suspended for allegedly being the "stumbling block" in efforts to capture all hunting concessions in the district by private players, according to a report sent to the Local Government ministry.

Moyo, who was suspended last week pending an investigation into allegations of corruption and alleged misconduct, refused to comment yesterday.

Accusations against Moyo are that he caused a bank account in the name of "Tsholotsho RDC Stadium" to be opened at CBZ Bank without obtaining a council resolution.

The account had signatories who were not employees of the RDC in violation of standing rules and regulations governing public funds or accounts.

Over $360 000 raised for the construction of the stadium through the sale of 60 elephants, each going for $18 000, which were in 2013 donated by the Ministry of Environment, Water and Climate Change then under Saviour Kasukuwere, was allegedly stolen.

However, a confidential report sent to the Local Government and Environment, Water and Climate Change ministries absolves Moyo of any wrongdoing.

The report argues Moyo is being sacrificed for being a stumbling block in the "capture" of the RDC by a cartel interested in grabbing all hunting concessions in the district.

"The whole forensic report was doctored by Simelisizwe Sibanda (council officer) and one Mr Shumba so that he sets a cat among the pigeons and profit from the resulting chaos and subsequent taking over of Tsholotsho North hunting concession by (name withheld)," the report written by Zanu-PF provincial executive member and former senator Believe Gaule reads in part.

"There are many things which happen in council, but those found in the forensic report have been selected so that they cast bad light on the CEO.

"The CEO has been viewed as a stumbling block in the ascension of (name withheld) taking over Tsholotsho North concession.

"I will not be quiet and just stare while corrupt vultures hijack the council and victimise the people who in our own opinion have been the best since 2010."

The "cartel" has allegedly roped in three people from the area to drive its agenda.
