Crackdown on unregistered vehicles

The government is in the process of setting up measures that will address the challenges of unregistered vehicles on the country's roads.

With a total population of 969 940 vehicles plying the country's roads, only 557 995 have valid licenses with 411 945 moving without the requisite paperwork.

The government has expressed disappointment with this development as copious promotions have been carried out by ZINARA to assist motorists to regularise their vehicle registration.

According to the Minister of Transport and Infrastructure Development, Joel Biggie Matiza, the government, through the Transport Management System will ensure that all cars are recorded for easy access by ZIMRA, CVR, ZRP and ZINARA.

"The road users must be registered so that we know who is using our roads. Within the next couple of months, that is the area that we will be focusing on to make sure that there is sanity, because such vehicles which are not registered on our database are just rockets that are just moving around. They can hit anywhere because they are running away from the law," said  Matiza.

Turning to tolling, Minister Matiza revealed that since the liberalisation of the forex exchange rate that saw the shift from the 1:1 rate between the RTGS and the US dollar, current tolling fees were now inadequate and the government is now consulting stakeholders before a new tariff structure is announced.

"Consultative processes concerning our tolling fees are ongoing. It is sub economic now if you look at the cost of money and the erosion of the RTGS$. We are into infrastructure development, we want those roads to be maintained, so toll fees are key to this development which is why we are definitely working through consultations. Within the next two weeks, we should come up with new tariffs that can make our programmes viable. We need finances and all the road users must pay. We are also working towards a system that will find a way of making those who manage to evade our tolls pay," Matiza said.

The need to plug all leakages and implement proper road management is now critical if the country is to reach the road network expectations.
