MPs slam peak-hour roadblocks, demand reform on spot fines

Legislators have raised alarm over police roadblocks being mounted during peak hours in urban areas, warning that the practice disrupts productivity and causes unnecessary congestion. The concerns were voiced in Parliament during a session where Minister of Home Affairs Kazembe Kazembe was absent, and responses were provided by ICT Minister Tatenda Mavetera.
Zanu PF MP Wiriranai Muchemwa questioned the logic of conducting roadblocks during working hours and called for alternative transport solutions to ease traffic. Mavetera defended the police’s mandate to maintain peace, regardless of timing, but acknowledged the need to minimize delays.
Zengeza West MP Innocent Zvavapi called for the installation of public toilets at known roadblock sites, citing the lack of facilities for officers and the public. Mavetera agreed, saying the government would work with the Ministry of Local Government to address the issue.
MP Prosper Mutseyami raised concerns over the legality and practicality of spot fines, especially in the absence of swipe machines. He questioned the police’s authority to demand immediate payments. Mavetera promised to refer the matter to the relevant ministry and noted that spot fines had previously been deemed impermissible.
