Varakashi 4ED Chief in another US$6 150 scandal

Varakashi 4ED national commissar Wellington Mutisi, who is already on the police wanted list for allegedly defrauding a Bikita widow of US$1,700, has been implicated in yet another fraud case - this time involving the sale of a non-existent residential stand worth US$6,150 in Masvingo.

Mutisi, a well-known ZANU PF activist who heads President Emmerson Mnangagwa's social media propaganda team and once contested for Ward 9 in Bikita, is accused of duping Runde Rural District Council accountant Auxillia Tadzingwa in a fraudulent land deal dating back to 2014.

According to Tadzingwa, the transaction was conducted through Mutisi's company, Noah's Areka Housing Development. She bought a 580-square-metre stand in Victoria Ranch and paid the required fees, only to discover years later that the land already belonged to someone else.

"I only realised that I had been duped after paying US$213 consortium fees to Masvingo Rural District Council. When I went to inspect the stand, someone was already constructing on it," said Tadzingwa.

When she queried the matter with council officials, she was referred back to Mutisi, who allegedly demanded an additional US$1,500 in allocation fees to "find her another stand." It was at that point that Tadzingwa demanded a refund.

Although Mutisi initially agreed to repay the full amount in three instalments, he reportedly only paid US$100 before defaulting. Tadzingwa then engaged her lawyer, John Makiseni of Masango Attorneys-At-Law, to recover the remaining money.

Masvingo Mirror is in possession of a letter dated January 25, 2023, written by Mutisi to Makiseni, acknowledging the debt and pledging to pay in monthly instalments.

"In October, Tadzingwa complained that someone had developed her stand. We advised her that we would investigate and, in the event of a double allocation, she would be given another stand. She refused and opted for a refund. We advised her that business was low and that the company had no funds to refund her all at once but would pay in instalments. In December, we managed to pay her US$100," reads part of the letter.

However, Tadzingwa says she has not received any further payment to date. "I only got US$100 back and all my money is gone," she said.

Meanwhile, police are still searching for Mutisi in connection with another fraud case in which he allegedly duped a Bikita widow, Liliosa Jakaza, of US$1,700. Mutisi is accused of promising to secure nursing placements for Jakaza's daughters at Silveira Mission Hospital.

He allegedly referred the victims to the office of Masvingo Minister of State, Ezra Chadzamira, where they left their academic certificates. One of his alleged accomplices, Thomas Wasosa (36), was arrested last week and remains in custody.

Mutisi, who maintains close links with senior ZANU PF officials, has not been located since the new allegations surfaced.
