Plumtree bans fishing on its dams

The Plumtree Town Council has officially banned all fishing activities in dams under its jurisdiction following the approval of its new by-laws by Local Government and Public Works Minister Daniel Garwe.

The prohibition is outlined in Statutory Instrument 139 of 2025, known as the Plumtree Town (Fishing) By-laws, 2025, which were approved in terms of Section 229 of the Urban Councils Act.

The by-laws introduce a formal permit system governing fishing seasons, equipment restrictions, and the registration of commercial aquaculture activities within the town's boundaries.

"No person shall fish in, or take fish from, a dam unless he or she has been granted written permission to do so by the council," the new regulations state.

Individuals or associations wishing to fish in any dam must submit a written application for each specific site and pay an accompanying fee. The council may approve or deny permits based on several considerations, including past compliance with by-laws or previous breaches of permit conditions.

A granted permit will be valid for a defined period, and holders are required to pay quarterly fees. If the council refuses an application, it must provide reasons for the decision upon request, and the applicant has the right to lodge an appeal.

Under the appeal process, applicants can make written or oral representations. The council may uphold the refusal or grant permission subject to conditions.

The by-laws further empower the council to revoke permits if a holder breaches permit conditions, disturbs the peace, or damages flora and fauna. Before any revocation, the permit holder must be notified and given an opportunity to respond.

In consultation with the Zimbabwe Parks and Wildlife Management Authority, the council may also declare closed fishing seasons or protect specific fish species by public notice. Fishing during such periods will attract fines.

The by-laws also place strict limits on the type of equipment that may be used.

"No person shall fish in any dam using any fishing-gear other than a rod and line or hand-line to which not more than three single hooks are attached," the SI stipulates.
"Nets exceeding 2 000 metres in length are prohibited."

To ensure compliance, police officers and authorised council officials are empowered to demand identification and proof of a valid permit from anyone found near a dam. They may also inspect any fish, tackle, or equipment.

Failure to comply with these requirements constitutes an offence and is punishable by a fine, as outlined in the by-laws' second schedule.

The new regulations aim to promote sustainable fishing practices, protect local ecosystems, and strengthen council oversight of natural resources in the Plumtree area.
