UK Aid Commission arrives in Zimbabwe

A delegation from the United Kingdom's Independent Commission for Aid Impact (ICAI) has arrived in Zimbabwe to begin a comprehensive review assessing how the UK partners with countries on development issues.

The mission, which includes chief commissioner Jillian Popkins and a team of independent researchers, will focus on whether UK aid to Zimbabwe is delivering measurable development results, aligning with national priorities, and providing value for money as Britain reshapes its international development strategy.

"We are delighted to be in Zimbabwe," Popkins said in a statement. "Our work here will help us understand the UK's partnerships on the ground and gather evidence to inform the UK government's new approach to development. Zimbabwe plays an important role in this global review. We look forward to engaging with government, civil society, and development partners to ensure UK development efforts support national priorities and deliver long-term benefits for communities."

ICAI, established in May 2011, is an independent public body tasked with scrutinising British Official Development Assistance (ODA). Its mandate includes evaluating the impact, effectiveness, and value for money of UK aid, reporting findings directly to the UK Parliament's International Development Committee.

Although administratively sponsored by the UK Foreign, Commonwealth and Development Office, ICAI operates independently. Its reviews rely on field visits, data analysis, and consultations with governments, NGOs, and other stakeholders to determine whether programmes achieve their intended outcomes.

This Zimbabwean visit marks the start of the evidence-gathering phase for a broader review of the UK's bilateral development partnerships, with Zimbabwe serving as one of three case study countries. The review will examine how UK aid funding, policy influence, and expertise are combined with partner countries to maximise impact and efficiency.

ICAI's evaluations are central to parliamentary oversight of UK aid, ensuring accountability to British taxpayers and informing government policy. Over the years, its reviews have spanned issues ranging from humanitarian response to climate finance and governance, shaping public debate and policy decisions.

The delegation is expected to engage with government officials, civil society organisations, and development partners during their stay in Zimbabwe.
