DP Khupe's illness: Copac Stops!
01 Oct 2011 at 10:58hrs | Views
THE ongoing Constitution making process ground to a halt today amid reports that members of the Parliamentary Select Committee charged with a duty of overseeing it all left Harare to Bulawayo to pray for Deputy Prime Minister Ms Thokozani Khupe, leaving novices to run the whole project, Bulawayo24.com exclusively reveals.
COPAC is composed of 25 members of the 7th Parliament of Zimbabwe who were selected from the three political parties to spearhead the crafting of a new Constitution. The 25 members are referred to as the Select Committee of Parliament on the new Constitution.
DPM Khupe is in her residence in Bulawayo where she is home-stuck suffering from breast cancer.
However it is the decision by the Copac Select Committee to visit her and abandon the whole process of making sure that the 23 thematic committee teams finish with district, provincial and national narrative reports – that will lead to the drafting stage, that has left many people wondering whether any of them really wants a new constitution to be there.
The Select Committee members – left in their 4X4, and prados with hefty travelling, accommodation and food allowances leaving the three stranded and little knowing chief rapporteurs – Dr Maxwell Hove,Rejoice Ngwenya and Honorable Morgan Komichi.
The rapporteurs are being assisted by the "totally unknowing" members of the Copac secretariat, insiders said.
"Some left yesterday and others today to Bulawayo without telling anyone anything, save for that they are going to pray for the DPM.
'We just wonder what prayers will they say as most of them are known drunkards of no faith and will just leave more demons haunting the sick DPM,' said a member of the Copac secretariat who requested anonymity.
There was confusion on what to be done at Copac on Saturday as the researchers and hired "suspect typists" did not know what to do, sources said.
Below the we publish the list of the Parliamentary Select Committee Members that have run away from work to pray for DPM Khupe :
The Select Committee is led by three Co-chairpersons who were selected from each party, namely, Hon. Paul Mangwana from ZANU PF, Hon. Douglas Mwonzora from MDC T and Hon. Edward Mkhosi from MDC M.
The following are the other members of the Committee:
Hon Flora Buka, Hon. Amos Chibaya, Hon. Walter Chidakwa, Hon. Gift Chimanikire, Hon. Edward Chindori Chininga, Hon. David Coltart, Hon. Gladys Dube, Hon. Joram Gumbo, Hon. Ian Kay, Hon. Martin Khumalo, Hon. Believe Gaule, Hon. Jessie Majome, Hon. Cephas Makuyana, Hon. Chief Fortune Charumbira, Hon. Thokozile Mathuthu, Hon. Rorana Muchihwa, Hon. Editor Matamisa, Hon. Tambudzani Mohadi, Hon. Olivia Muchena, Hon. Monica Mutsvangwa, Hon. Jabulani Ndlovu and Hon. Brian Tshuma.
It is believed that some of the Select Committee members "just took the hefty travelling, accommodation and food" allowances and "did not" travel to Bulawayo for the said prayer session.
DPM Khupe withdrew from public life soon after the MDC Bulawayo congress after she went on sick leave to allow her to be treated for breast cancer.
No official comment could be gotten as all the Select Committee members are AWOL.
