Matabeleland priorities for the 2017 National Budget Statement

As the National Assembly's Portfolio Committee on Finance and Economic Development will be conducting Parliament's 2017 National Budget Consultations at public hearings in various centres around Zimbabwe from Monday 12th September to Saturday 17th September, Matabeleland Institute for Human Rights is releasing this Public Statement to express what we have observed and collected to be some of the key budget priorities for Matabeleland.
Through this Public Statement we wish to urge the government and the Ministry of Finance and Economic Development to priorities the following issues for Matabeleland in the 2017 national budget statement:
1. Funding for the formulation and enactment of the Devolution of Power Bill in line with Chapter 14 of the Constitution of Zimbabwe and specifically Section 265(3) of the Constitution;
2. Funding for the decentralisation of access to and correction of birth and death records such as birth certificates, National Identity Documents and Death Certificates to be done at the most convenient local levels as in line with Section 35 of the Constitution of the country;
3. Funding for the printing of more copies of the Constitution of Zimbabwe especially in all languages represented in the Constitution and for Constitutional Awareness outreaches to cover all the communities of the country inline with Section 6 and 7 of the Constitution of Zimbabwe;
4. Funding for the introduction of local languages in teacher training institutions as part of the fulfilment of Section 6 of the Constitution;
5. Funding for the establishment of an additional Secondary Teacher Training College to be resident in Matabeleland South Province and an additional Primary Teacher Training College for Matabeleland North Province as in line with Section 27 of the Constitution of Zimbabwe;
6. Additional Primary and Secondary schools to be constructed in Matabeleland North province to reduce distances travelled by children to schools to promote their rights enshrined in Section 19 and Section 81 of the Constitution;
7. Funding for the Matabeleland Zambezi Water Project and the Ingwizi Dam Projects as part of the fulfilment of Sections 14, 15 and 18 of the Constitution of Zimbabwe;
8. The Dualization of the Beitbridge - Bulawayo and the Bulawayo - Victoria Falls Roads;
9. Upgrading of District, Provincial and Referral hospitals and supply of renal and dialysis machines and equipment in all provincial hospitals of the region in line with Section 29, Section 82, Section 83 and Section 76 of the Constitution of Zimbabwe.
Matabeleland Institute for Human Rights wishes to urge the government, the Parliament and the Ministry of Finance and Economic Development to take these issues seriously as this will be in conformity with Section 44 of the Constitution.
