Govt, BCC in toilet payment storm

Bulawayo City Council (BCC) is struggling to recover $138 from government after it provided a mobile toilet during the funeral wake of the late national hero, Sikhanyiso Ndlovu.

Three months down the line, government has not paid the bill and the Public Works Department is now said to be "non-committal in honouring payment'.

This comes amid stunning revelations that the government was also struggling to pay $414 for the same facility provided during the funeral wake of the late Vice-President John Nkomo two years ago.

According to a council report, the Public Works Department requested council to provide a mobile toilet during the funeral wake, pledging to make payment during the process.

"The director of health services reported (October 22, 2015) that on September 16, 2015 an application from the provincial public works director had been received for an application for the funeral wake of the late Sikhanyiso Ndlovu.

"Due to time constraints, the applicant had requested for the mobile toilet to be released while they were processing payment. The mobile toilet had been released on September 17 to the applicant, after consultation with the acting town clerk on the understanding that payment was going to be made within a few days.

"Despite several inquiries, the Department of Public Works had been non-committal in honouring payment of $138 for the two days that they had been using the mobile toilet."

 Government is yet to pay another $414 for mobile toilets used at Nkomo's funeral wake in 2013.
