Civil servants bonuses must not be treated as a right Mukupe

A Harare Zanu PF legislator Terence Mukupe through his Facebook post has advised the government and the civil servants to stop treating the issue of bonuses as a right.

This come at a time when the talks around civil servants bonuses for 2016 went to the highest level with the workers threatening to strike if government did not set clear payment conditions.

The government had to come up with dates for the payment of the civil servants.

"Bonuses for Civil Servants should not be treated as a right especially when we have a misfiring economy like ours. We have over 90% of the budget being spent on salaries and paying bonuses can only make things worse," Mukupe said.

"We really need to go on a major IT automation drive and do away with inefficiencies in the civil service and cut down on the head count!!!"


This attracted the attention of Mushana Murefu who said he knows this may seem impossible to comprehend but I have a feeling things are not going to be like that for long.

"The tide has shifted and the majority of citizens have just had enough of this sort of reckless behaviour in governance. You and everyone else out there know that there is no real service delivery in most of these ministries. What I'm saying is if they were to shut down today, life will continue as usual without any consequences to that action, but despite this we continue business as usual squeezing whatever is available of that sad budget," he said.

"I have never been politically active and I know a number of people who are just like me but not anymore. At the end of the day, I know some Zanu PF members really want to see things change on the ground and are dedicated to service but the party has failed them. They cannot leave because there is no obvious alternative. I think we have come to a point where we say it doesn't really matter what your ideals are, whatever it takes to get it out. People should realise Zanu PF is never going to change their lives for the better. You only need to look back and take stock. I am talking about the majority of citizens here not a few select who have obviously benefited from this chaos."

He said the fact that he is writing onn Mukupe's wall knowing that he is a staunch Zanu PF member shows in itself it's not about self serving interest but a cry for unity of purpose.

"You are not the enemy but the policy are causing grievous harm to the masses. Sometimes it's cost effective to mend something, which is how I felt for a long time but in some cases it better to replace. This is the time to focus on replacing. Your country needs you! This is about doing the right thing, taking care of the citizens by utilising the resources available to us in a constitutional manner. Now what is wrong about that?" he said.

"You have taken it upon yourself to work with your constituency to build better lives without the aid of government. Why? Because you have seen that they do not care really. If you can do that in your constituency, how much more can a government provide? The reason why they don't is because they don't care. Now who is they? People like you and me who take up government positions and abuse their power. You know them and have seen what they do. They even go to the extent of changing legislation to further their cause, and yet the whole time people continue to suffer."

He said enough is enough and people all need to wake up and act together for the good of our values.

"We share a common desire, good governance for the betterment of Zimbabwe. Let's do this together. Just take some time to think about what I said and make your own decision," he said.
