LEAKED: Guidelines for cops monitoring ZANU-PF primary elections

GUIDELINES

Each and every OIC/MIC is expected to brief their members on the following guidelines.

Elections will be held at Party District Centres on 29/04/18 as from 0700hours to 1730hours.

Deployments shall be as follows:

• Most senior -Presiding officer (in civilian attire)
• Second senior-Polling officer(in civilian attire)
• Third senior -Responsible for the voters roll(cell register) (in civilian attire)
• Fourth senior-Issuing of ballot paper(in civilian attire)

02 Policon members shall be responsible for Security and will be in police uniform. That is 01 inside and 01 outside the polling station.

No beer and no campaigning in and around the polling station.

Ballot boxes shall be improvised if not provided. Details to improvise on stationery to capture particulars of people who would have been turned away.

Once a ballot has been cast, the details managing the cell register (voters roll) should ensure to indicate against the name of the person in the voters roll.

The following shall be accepted as identification

• National ID
• Zimbabwean Drivers licence
• Valid Zimbabwean passport.

Reasons for those turned away may be as follows:-

• Name not appearing in the voters roll.
• No recognized identification, B. ALL those wishing to vote must bring either national ID, valid Zimbabwean passport or a Zimbabwean drivers licence.

Spoiled ballots to be neatly placed in an envelope where available and if envelope isn't available improvise and account for all spoiled ballots.

Ensure that only one agent per candidate.

After counting of votes, the presiding officer should seek authority to announce the results from the respective command centre.

After announcing results, the presiding officer can then paste the results outside the polling station.

At the end of the exercise officers are to escort ballot boxes.
