The participants at a recently held consultation conducted by the Parliamentary Portfolio Committee on Justice, Legal and Parliamentary Affairs on the Child Justice bill submitted that junior parliamentarians and police officers must be key participants in the debate.
Phakama Ndlovu said "We are discussing children but the representatives are elders. In future involve the junior parliamentarians so that we get a better version of the matter under discussion on how it should be tackled."
Hope Alive Child Network representative, Patience Dube said law enforcers should be part of the discussion since they are the ones who are at the grassroots of dealing with such cases.
"The police should have attended since they are the ones that are at first contact with the children, as crimes are reported to them," she said.
"Mixing of minors and elders in the cells should also be addressed as it perpetrate crime because when those juveniles completely serve their terms they come back to the community to create more trouble emanating from being exposed to hardcore criminals."
