Gokwe South Rural District Council (RDC) has announced plans to embark on a comprehensive registration exercise for all villagers across its 32 wards to create a database aimed at improving revenue collection.

The initiative follows a resolution passed during a recent full council meeting and is part of efforts to enhance the collection of the development levy, locally known as mutero wemusoro.

Council Chief Executive Officer, Jabulani Gute, said the levy plays a crucial role in funding community development projects such as clinics, boreholes, and other essential infrastructure.

"I would like to appreciate councillors with wards that have performed well in terms of payment of the development levy," said Gute. "We have been charging the levy per household, but at law, it is supposed to be charged per head. We are going to discuss during budget consultations how we are going to collect the development levy in 2026."

He added that the fund was essential in ensuring equitable development across the district. "Development levy benefits communities a lot because in every ward we make sure that we establish clinics, drill boreholes, and support other community projects through this fund," Gute said.

Council chairperson, Amon Karikoga, urged councillors to begin the process of registering villagers in their respective wards, adding that the collected data would be verified against registers held at the District Development Coordinator (DDC) offices.

The RDC hopes that the database will improve accountability, streamline revenue collection, and strengthen service delivery in the rural district.
