Zimbabwe reviews Liquor Licence Act

The Government has launched a nationwide review of Zimbabwe's liquor licensing framework, with stakeholder consultations underway as authorities seek to modernise legislation, improve regulatory efficiency and promote ease of doing business in the sector.

The review is being spearheaded by the Ministry of Local Government and Public Works through the Liquor Licensing Board, which is conducting consultations with local authorities, health officials, planners and liquor industry operators across the country.

The latest stakeholder engagement was held in Mutare, where representatives from local authorities and liquor business operators in Manicaland gathered to provide input on proposed reforms to the Liquor Licence Act and associated operating procedures.

Officials say the current legislation, which dates back to 1976, no longer adequately reflects the country's constitutional framework, evolving business environment and modern regulatory requirements.

Addressing participants at the workshop, Liquor Licensing Board Principal Regional Inspector, Mr Absolom Dube, said the review seeks to create a more efficient and business-friendly licensing system while maintaining appropriate regulatory oversight.

"The main objectives of the workshops are to review and revise downwards liquor licensing levies where applicable, streamline licensing procedures and processes to improve efficiency, as well as enhance ease of doing business and compliance for operators," said Dube.

The review is expected to address concerns raised by operators regarding licensing costs, bureaucratic delays and regulatory requirements that many stakeholders argue are outdated.

Authorities say aligning the law with the Constitution and current economic realities is critical to improving service delivery and creating a more conducive operating environment for businesses in the hospitality and liquor sectors.

The consultation process has already been conducted in several major centres, including Gweru, Bulawayo and Masvingo.

The final stakeholder engagement workshop is scheduled to take place in Harare on Wednesday, after which recommendations from across the country will be consolidated and considered as part of the legislative review process.

Government officials say the consultations are intended to ensure that any amendments to the law reflect the views of both regulators and industry participants while balancing business growth, public health and community interests.

The review forms part of broader Government efforts to modernise legislation, reduce regulatory bottlenecks and improve Zimbabwe's business operating environment.
