The Ministry of Higher and Tertiary Education says lack of money in Zimbabwe adversely affected tertiary education resulting in a pass rate decline of 5% in 2012.
Acting Higher and Tertiary Education Minister, Dr Ignatius Chombo told journalists this Friday that government owes universities, polytechnics and teachers' colleges US$64 million and that the non-release of funds has become a major challenge.
Chombo said the government did not release money for the cadetship programme which caters for students who cannot pay their own fees.
The ministry has since appealed to cabinet so that the Minister of Finance may avail at least US$1 million on a monthly basis to ease the burden on tertiary institutions.
