The 10 devolution demandments

As written in Chapter 14 of the Zimbabwean Constitution; Desiring to ensure the preservation of national unity and the prevention of all forms of disunity and secessionism in Zimbabwe; Committed to the democratic participation in government by all citizens and communities of Zimbabwe; and Dedicated to ensuring the equitable allocation of national resources and the participation of local communities in the determination of development priorities within their areas.

The following are the 10 key components of the Devolution of Power We Want which we are committed to advocating for and ensuring that are included in the Devolution Act that shall be put in place by government and parliament.

We want the Devolution that shall give us the citizens the:

1. Power to make laws and policies regarding the development and welfare of the province and its citizens. This is in fulfilment of Chapter 14 section 270 (1)(f) of the Constitution as well as Section 264 (2)(a), (b) and (d) of the Constitution.

2. Power to make final decisions on the training, employment and termination of employment for civil servants in the province. This is in line with Chapter 14 section 264 (2)(d) and section 265 (1)(a), (c), (f) and (g) read with Chapter 2 section 14 (1) and section 18 (1). This is also in line with Chapter 9 section 194 (1) and Chapter 10 section 200 (1) of the Constitution.

3. Power to manage all resources within the province, including natural resources utilization, wildlife management, minerals exploitation, tourism infrastructure and man-made resources including public infrastructure. This is in line with Chapter 14 section 264 (2)(e) and section 270 (1) (c), (d) and (e) of the Constitution.

4. Power to collect and generate revenue and taxes for the province's activities, programmes and initiatives. This is in line with the Constitution of Zimbabwe Chapter 14 section 264 (2)(e) and (f).

5. Power to plan and implement all social, economic, cultural, civic and environmental development activities in the province as enshrined in Chapter 14 section 270 (a) of the Constitution.

6. Power to coordinate and implement government initiated programmes that are targeted for the province. This is in line with Chapter 14 section 270 (1)(b) of the Constitution.

7. Power to elect the provincial and local government representatives; to employ the provincial and local government employees as well as to bring both the leaders and employees of the provincial and local government to account to the provincial citizens. This is in line with Chapter 14 section 264 (2)(b) and section 266 as well as Chapter 9 section 194 (1) of the Constitution.

8. Power to determine the training and employment of the police services of the province in line with Chapter 2 section 10 as well as Chapter 4 section 49, 50, 51 and 52 of the Constitution read with Chapter 11 section 219 (1) and Chapter 14 section 264 (2)(c) and section 265(1)(e), and (f) of the Constitution.

9. Power to picket, petition, demonstrate and recall non-perfoming members of the provincial and local governments' political and technical leadership service. This is in line with Chapter 4 section 59 and Chapter 6 section 141(a) and (b) as well as section 149(1).

10. Power to ensure that all the citizens of the province anjoy their fundamental rights and freedoms and that all public and private entities in the province promote and uphold constirutionalism. This is in libe with the Constitution of Zimbabwe Chapter 1 section 2(1) and (2) as well as Chapter 2 section 9 of the Constitution.
