Outcry over neglect of Mbare Flats

Harare residents are voicing strong concerns over the neglect of Mbare Flats by the City of Harare. Through the Combined Harare Residents Association (CHRA), they highlight the severe public health risks posed by the neglected conditions, including flooded communal toilets with raw sewage, which increases the risk of diarrheal diseases.
In a statement, the residents emphasize the constitutional right to a clean environment under Section 73(1) and call on the City of Harare to uphold this right. Despite a 2023 petition to the Mayor and the Council, the issue remains unresolved. They urge the Mayor of Harare and the Minister of Health to visit Mbare, Matapi, Shawasha, and Matererini Flats to see the poor sanitary conditions firsthand.
The residents feel marginalized and treated as second-class citizens, which they deem unacceptable. They cite Section 85 of the Constitution, which allows residents to approach the courts for human rights violations. The residents have given a 14-day ultimatum for action; otherwise, they will take legal action to compel the local authority to address the issue.
CHRA is also engaging the Zimbabwe Human Rights Commission, stressing the seriousness of this human rights violation and their commitment to advocating for quality municipal services and good local governance in Harare.
