Zanu-PF Secretary for Administration, Obert Mpofu, has raised significant concerns regarding the recent reshuffle within the Youth League National Executive Council, describing the move as unilateral and a violation of the party's constitution.
The reshuffle, which was announced on Monday by the party's national secretary for youth affairs, Tinoda Machakaire, has sparked turmoil within the Youth League, resulting in a bitter clash between Machakaire and his deputy, John Paradza. Both men have accused each other of overstepping their boundaries, escalating internal tensions within the party.
Machakaire's reshuffle led to the removal of several elected national youth executive council members, a decision that has been met with fierce opposition from Paradza. The deputy secretary claimed that he was not consulted about the changes and argued that proper procedures were not followed. This led Paradza to instruct the affected youth executive members to disregard the reshuffle until proper instructions are issued from the party's national leadership.
In a statement addressed to Machakaire, Mpofu criticized the restructuring process, stating that it was carried out without consulting the National Assembly of the Youth League, the Youth Executive Council, or securing ratification from the Politburo or Central Committee, as required by the Zanu-PF constitution. He cited Article 26, Section 330 (2) and (3) of the 2022 Zanu-PF Party Constitution to underscore the procedural breach.
"The restructuring exercise appears to have been implemented without consulting the National Assembly of the Youth League or the Youth Executive Council or securing ratification from the Politburo or Central Committee, as required by Article 26, Section 330 (2) and (3) of the 2022 Party Constitution," Mpofu stated.
Mpofu further emphasized that the Secretary's supervisory powers under Section 88 must be exercised in alignment with constitutional principles, which prioritize democracy and collective leadership. He warned that failing to adhere to these principles could result in divisions within the Youth League and erode confidence in leadership decisions.
"The restructuring, if perceived as unilateral and undemocratic, may create division within the Youth League and erode confidence in leadership decisions," Mpofu cautioned.
He stressed the importance of maintaining procedural integrity to ensure both the legitimacy and unity of the party. Mpofu called for proper consultation and formal ratification by the relevant party organs for decisions of such significance.
"There is a need to adhere to the Zanu-PF Constitution, consultation, and procedural integrity so as to maintain legitimacy, unity, and respect for democratic norms," he concluded.
Mpofu recommended that future decisions regarding reshuffles or other significant changes to party structures involve thorough consultation and clear documentation to enhance transparency and accountability.
