Govt moves to shut down illegal casinos, betting operators

THE Government is intensifying efforts to curb the proliferation of illegal casino and betting operators amid growing concern over the integrity, regulation and sustainability of Zimbabwe's gaming industry.

Authorities say the rapid expansion of unlicensed gambling activities is distorting fair competition, undermining public confidence and weakening regulatory oversight in a sector regarded as a key contributor to national revenue.

As part of measures to restore order and strengthen compliance, the Lotteries and Gaming Board recently convened a stakeholder engagement meeting in Harare to chart a way forward in addressing unlawful operations.

Lotteries and Gaming Board chairperson Dr Eugenia Chidhakwa said the regulator is already working closely with law enforcement agencies to clamp down on illegal operators.

"We have realised that many entities are operating illegally, so we are now working together with the Zimbabwe Republic Police to curb such activities. We are also conducting stakeholder engagements where we educate each other," Dr Chidhakwa said.

Permanent Secretary in the Corporate Governance Unit in the Office of the President and Cabinet, Mr Allan Choruma, emphasised the need for responsible gambling and sound corporate governance within the industry.

"We are advocating for responsible gambling. We also focus on the financial performance of entities and service delivery. Public interest demands that we balance business interests with the needs of people. We are also concerned about preventing money laundering and addressing addiction," Mr Choruma said.

Minister of Home Affairs and Cultural Heritage, Honourable Kazembe Kazembe, called on the regulator to assert its oversight mandate and strengthen cooperation with enforcement agencies.

"As a Board, you are entrusted with a critical mandate to regulate and control the gaming industry, safeguard public interest, and ensure revenues are channelled towards national development," said Honourable Kazembe.

"You are expected to uphold the highest standards of integrity, discipline and patriotism. Governance compliance is the true measure of Board performance. You must discharge your duties with diligence, transparency and purpose, upholding integrity without compromise," he added.

He further underscored that the Public Entities Corporate Governance Act demands ethical leadership, sound governance and measurable performance from public boards.

Authorities say effective regulation of the gaming sector is essential to preserving its contribution to socio-economic development, while ensuring consumer protection, preventing financial crimes and promoting responsible gambling practices.
